Criminal marijuana prohibition is a failure. Over 20 million Americans have been arrested for marijuana offenses since 1965. NORML believes that the time has come to amend criminal prohibition and replace it with a system of legalization, taxation, regulation, and education.

Marijuana prohibition applies to everyone, including the sick and dying. Of all the negative consequences of prohibition, none is as tragic as the denial of medicinal cannabis to the tens of thousands of patients who could benefit from its therapeutic use.

Have you been victimized by marijuana prohibition? This section will help you locate the information you need to help minimize the negative impacts of being drawn into the criminal justice system for a marijuana-related offense.

For 40 years, NORML has served as a clearinghouse for marijuana-related information. Much of this information is now available online in NORML's Library.

Marijuana prohibition causes far more problems than it solves, and results in the needless arrest of hundreds of thousands of otherwise law abiding citizens each year. The NORML Legal Committee provides legal support and assistance to victims of the current marijuana laws.

    Governor Lincoln Chafee signed legislation into law this week authorizing the creation of state-licensed ‘compassion centers’ to engage in the production and distribution of cannabis for authorized patients. It is the second time since 2009 that state lawmakers have approved legislation allowing for the state regulation of medical marijuana facilities. Under the new law, Senate Bill 2555, health regulators will license three not-for-profit entities, known as ‘compassion centers,’ to operate within the state.     Going back to at least 1998, NORML has been receiving complaints from parents and students that while the state where the university is located has legalized medical cannabis use and possession, because of the federal government’s recalcitrance and ‘flat earth’ view on cannabis’ medical utility, the student is threatened with sanctions or expulsion if they get caught with a lawful medicine.     On May 12, 2012, Rasmussen Reports conducted a survey of 1,000 likely voters nationwide. They asked, “Would you favor or oppose legalizing marijuana and regulating it in the similar manner to the way alcohol and tobacco cigarettes are regulated today?” The poll affirms, once again, that the tide of public opinion continues to turn in our favor.
