United States Congressman Dana Rohrabacher (R-CA), along with a bipartisan coalition of three Republicans (Reps. Rohrabacher, Rep. Justin Amash [R-MI], and Don Young [R-AK]) and three Democrats (Reps. Earl Blumenauer [D-OR], Steve Cohen [D-TN] and Jared Polis [D-CO]) today introduced House Bill 1523: the Respect State Marijuana Laws Act.
The measure would amend the federal Controlled Substances Act to exempt from federal prosecution individuals and businesses, including marijuana dispensaries and/or retail outlets, who comply with state marijuana laws.
“This bipartisan bill represents a common-sense approach that establishes federal government respect for all states’ marijuana laws,” Rohrabacher said in a news release. “It does so by keeping the federal government out of the business of criminalizing marijuana activities in states that don’t want it to be criminal.”
The proposal is one of several marijuana law reform bills now pending before the United States Congress, including House Resolution 499: The Ending Marijuana Prohibition Act of 2013, House Bill 689: the States’ Medical Marijuana Patient Protection Act, and Senate Bill 359: the Industrial Hemp Farming Act of 2013.
Hope they bring it to a vote, we need to know how each of these guys voted.

What’s the difference in this bill and the other bill
How about, “Respect the Will of the Voters Act.” Take marijuana out of the equation. But this, Respect States Act, is just one of many marijuana reform bills being put before Congress this year. Marijuana reform is huge and popular with the people according to latest polls.
Yet these worthless leaders will likely ignore every single bill that offers marijuana reform. And then these govt stooges wonder why they have a 35% approval rating. They wonder why a majority of American citizens are critical and don’t respect govt or law enforcement or their entire legal system.
No this federal government would rather hoard millions of rounds of ammunition, enough to kill each American with 5 bullets each. This govt spies and disrespects all their citizens privacy. This govt continues to pass drug war budgets that enrich very few, at the cost of many, with no real progress. This govt would rather criminalize a majority of their citizens, than listen to the will of the people.
I hope the govt wakes up and embraces the states that have legalized marijuana with a sensible cooperation. This will bring billions into the above ground economy and create real jobs. Not just fast food jobs like these govt hacks have been dishing out and calling a recovery. I cross my fingers that the federal govt will be positive toward these new legal states. At first glance, I thought this was a great thing. But after thinking about it, mainly because my state Representative, Don Young, is one of the co-signers, I figured there is more to this
bill than meets the eye, if this man is involved. I truly do not know for sure, but am wondering if sponsoring this and trying to get it passed, has something to do with proposed new laws regarding firearm regulations. I can’t help but think that they are using this bill, thinking if it gets a lot of support from the left and gets passed, then something similar regarding firearms will follow.

Wow, I am shocked by one of the cosponsors. I’ve been calling and writing my congressman Don Young off and on for years regarding marijuana legalization. In the beginning he was staunchly anti-reform, but in recent times seemed to warm up to the idea of medical marijuana while still being generally opposed (you know, saying he’s concerned about health effects and whatnot). As far as I know, this is the first time he has openly embraced a change.

agree with @CRP – Thanks NORML. These are the fruits of your labours and many other dedicated activists. There may still be set-backs (maybe big ones) but it is looking like legalisation will not be stopped. It is now a known and valid stance for a politician or an individual to have – the automatic ridicule and accusations have mostly gone.
I feel so very badly for those people who were injured at the Boston Marathon. I’m sure all of us, including both cannabis consumers and prohibitionists, feel a lot of sympathy for them and hope the survivors will be able to get on with their lives; though it will be difficult.
I am writing this because all Americans care about this and other important events related to America. Wouldn’t it be great if we could all be on the same side and end the idiotic war against cannabis consumers?

I am just curious as to how the government can approve the use of marinol yet have such a hard time legalizing this plant as a whole. Obviously the government knows it has some medical use or they would have never approved marinol as a viable prescription. They are afraid that the money from the pharmaceutical companies will cease to exist and their lavish lifestyles will come to an end. Be very careful about what bill you support. These politicians are very sneaky and we found out just how sneaky Biden really is when he snuck in the Anti-Rave Act into the Amber Alert bill.
But yes it is only a matter of time before Marijuana is decriminalized. Would be nice if those of us that don’t partake in drinking ourselves stupid, would be able to enjoy our vice legally. Ending cannabis prohibition is not merely about increased revenues for states or saving the money that is currently wasted on a so-called war that is often called ineffective, or a failure.

Cannabis prohibition removes cannabis hemp, a sustainable and invaluable natural resource, from the “free” market. It kills competition when the state controls commodities or the market, and not private industry or entrepreneurial endeavors. Communism is so bad.

The US imprisons more per capita than any other country, and probably ranks highest in total number of prisoners. And the system includes for-profit prisons which consumes tax revenues to fill up every cell they can, at hundreds of thousands of dollars spent per inmate, per year, (that is very expensive rent), mostly for drug offenses. Cannabis arrests make up about 1/3 of all arrests. And it’s not a crime, nor is it immoral or a vice.
The more cannabis people consume, the longer they tend to live. Cannabis smokers have less incidence of lung cancer than people who smoke nothing at all. Cannabis provides external cannabinoid compounds that act as agonists within the body’s endocannabinoid system. When people are deficient in endocannabinoids, their mood regulation is abnormal and their ability to fight cancer (and stop cancer) diminishes.

I remember as a kid hearing about how the attitude and tide turned during the civil rights era when the television displayed police using powerful fireman hoses on children just because they had dark skin…people were shocked.
I think this really needs to become a campaign issue with real American faces asking you to vote with them. I’ve seen videos of people that have symptoms that are noticeably improved with cannabis…that human factor that makes us question a persons right to relief is missing from the Prohibitionist argument. A lot of people use medicines for other than intended…like codeine cough syrup to sleep, etc. We must push and push and make Prohibitionist politicians akin to the same ones who practically defended rape.

What tragic irony that it took marijuana prohibition to activate our Democracy and make Congress work together. While each side steadily feeds the other a trojan horse of hidden agendas, let’s not lose sight of the rooted evil in the Controlled Substance Act: international drug enforcement was 2.5 billion dollars of the budget Obama signed last week. While Republicans can’t resist to jump aboard when Democratic Senator Wyden from Oregon says “create jobs without spending a dime” for the Hemp Farming Act, I wonder how R. Sen. Rand Paul from Kentucky will respond to the next “Fast and Furious” scandal and it becomes impossible to keep international drug enforcement off the table? Until 2014 seperates the vote, this Respect States Marijuana Laws Act has the best chance of creating bipartisan legislation. With elections only a year and a half away for the worst Congress in history, the lions are pacing back and forth in their cages.
While States Rights are the way to bipartisanship I wonder if the greater evil of international drug enforcement is being neglected since it may be more partisan. 2.5 billion dollars helps provide weapons to both sides of conflicts in Mexico and Afghanistan. Our open gun laws allow sales over the internet without a backround check. Does providing weapons to all sides of civil conflicts worldwide make us any better than the Russians providing to both sides of Syria? Should international drug enforcement be left off the table while we defend state marijuana laws? Think of it: our soldiers get dragged into conflicts the DEA, CIA, ATF and every other executive agency starts for the profit of guns and drugs operating as the worlds greatest cartel under the disguise of the C.S.Act, anti-terrorism and freedom. While I certainly appreciate that freedom isn’t free, how many nations must we destroy and how many of our own non-violent impoverished citizens must we incarcerate so we can buy more guns for the war machine? Is that freedom? When a little village in Honduras gets raped and pillaged by some DEA agents dressed up as local police, is that any better than a couple in Colorado who get their house gustapoed with a flimsy warrant since they bought some equipment from the local garden store to grow indoor tomatoes? The couple, former CIA agents, were handed a receipt from the DEA stating “no property taken.” They have filed suit: and good luck with that. But guess which story receives more press in the U.S.: the wealthy couple from Colorado or the poor village in Honduras with several dead and injured? Starting to see a deeper battle between good and evil in the Controlled Substance Act than States Rights?
I commend NORMAL and the brave citizens and Congressman who are starting to face the hungry lion than live in the fear and violence we have created throughout the world. We will win the battle over State marijuana laws, but we must not stop there: taking the rights of anyone in the planet for the profit and sale of drugs and guns is a violation of all our human rights. While there are many who choose to live in fear there are still brave Americans who will always consult with our better angels and choose to battle our own inner demons than blame our wars and addictions on the poor, defenseless and innocent.

I’m afraid some of our fellow smokers have become a little paranoid as a result of the War on Drugs. Let’s examine some of the negative comments here, of which there are thankfully not too many.

Because it’s worth discussing. This is the type of bill that shows where people stand when it comes to states rights, regarding marijuana specifically. Which…brings me to the next point.
“Don Young is involved. Must be something fishy going on.”
Luckily, the way this bill is designed allows for progress, without forcing a politician to actually tackle drug policy head on. This policy appeals to liberals because it is a step forward in ending the War on Marijuana, and appeals to conservatives because it suits their desire to strengthen states’ rights. Everyone wins, politically.
More importantly though, the people win. That’s why this is important, and hopefully it passes.
Im not sure why every ones so excited. All this dawning of the end of prohibition crap will be short lived. Attorney General Eric Holder WILL take action and over turn the law and he said he WILL enforce federal law.
My comment about Don Young isn’t about paranoia. It is in regard to the reason behind this bill. I could almost guarantee it leads back to states passing gun regulations.

It’s been 70 years or so of cannabis prohibition by itself, through the Marihuana Tax Stamp Act, which ended abruptly (had its ass handed to it) by Timothy Leary at the Supreme Court. In order to get a stamp, one would need to disclose the amount they possessed, or wanted to grow. Application for a stamp alone, was self-incrimination and entrapment. The tax stamp act was unenforceable and so pot was suddenly as it had always been, free to grow, and used by individuals without arbitrary rules about it in order to keep the lower classes down with medieval punishments, while keeping an invaluable sustainable resource out of the market, a cheating advantage to certain alternatives, like paper from trees and clothes from inferior cotton fiber and petroleum distillates (synthetics), and so on for hemp fibers. And the medical benefits cannabis provides, peer-reviewed studies, should make accessibility a high priority. Alas schedule I designation for cannabis is just a lie about no medical use, parroted by liars.

A reactive backlash from the Department of Justice and the Attorney General will, as most members of the think-tank discussion agreed, lead to a backlash that will make certain the prohibition finally ends, and quickly so. It will stir up a defiant spirit among the people who will not accept dictatorial orders, not because of cannabis itself, but because of the implications of federal power over state’s rights, in any matter where people vote to determine their own will be carried out.
We’re talking about a plant whose use is less harmless than most OTC drugs. Any undeserved and unnecessary acts of oppression to try to stop what is by all indications, inevitable and a long time coming, -will- demonstrate who is wrong about this issue, the states (the people) or the federal government (govt workers).
It would also diminish much possibility for Holder to continue a career in politics unless under assignment or appointment, like as cabinet secretary, because his unpopularity will be remembered, especially lacking other significant decisions or defining events during his term.

America understands now more than ever that the violence were experiencing is a failure in treatment and prevention for mental health. Look at the drug control budget Obama just signed. Its about creating international and domestic conflict for the sale of guns and asset forfeiture. We will save SOOOOooo much money by spending on treatment and prevention instead of enforcement. And that’s why marijuana will be legal in 2014.
@jerms- Marijuana policy directly affects American gun policy jerms. Look at the presidents signature on the drug enforcement budget this month. Billions on enforcement both domestic and 2.5 billion foreign, and less is spent on prevention and treatment for drugs. On top of that we have a system for weapons to be sold to anyone who has the will and the money.
Currently, our American government has much less concern over the mental health and stability of those who buy weapons. As a result, Americans are more aware than ever that we are dealing with a mental health crisis, not just a gun availability crisis. We are also aware marijuana can help with treatment and prevention of more addictive substances.
At the same time voting Americans are all too aware that the drug wars have sold and dispersed weapons in zones of conflict both domestic and foreign for the purpose of profit from gun sales and asset forfeiture from the Controlled Substance Act. Perhaps most important American voters know that ITS CHEAPER TO TREAT AND. PREVENT THAN TO SPEND MORE ON ENFORCEMENT.
And that’s why marijuana will be legal in 2014.
I don’t have any affinity for guns. But I do know people have a right to defend themselves, first and foremost, regardless of Constitutional rights.
Personally I wish all guns would just disappear, vaporize, and that if possible is a an-too-easy solution. Passing a law to remove guns from people is similarly, all-too-easy in theory than in reality.

For example you can’t control people’s behavior, especially their behavior in private, in their own homes, as free citizens by passing contrived and corrupt laws. Cannabis prohibition is a fine example. States that used to make oral sex (even among the married) a crime, is another good one.
The drug war has wasted a trillion dollars, with no benefit and zero affect on use or demand, and has harmed millions of people, without justification.
Since I don’t personally like or care for guns, I have usually thought gun control measures were reasonable. But prohibition of guns will end up a failure like prohibition of alcohol, or anything that is denied to people based on arbitrary reasoning, an umbrella rule for all, based on the actions of the seriously disturbed, the few.
Besides, history has shown that removal of guns, disarmament of the population usually preceded most major genocide events, mass slaughter of the citizenry, or subversion of government into authoritarian, dictatorial rule, enforced by a police-military states. Disarmament of the people has occurred relatively easily by horrific events, tragedies, and also false-flag events where govt agencies actually plan the attacks, then entice and arm stool-pigeons who would make for good suspects (ethnicity, religion) to carry them out, to stir up uncertainty and fear. I would’ve never thought growing up that this country would ever do anything like that.

From debris that was saved from the destruction, analysis shows a chemical residue profile such as those found at controlled bldg demolitions, like in Las Vegas and old cities. False flag to start another war? Take away rights? Then finally take the guns? These ideas are just too horrifying for some to accept, so instead they laugh off “conspiracy theories” as a sort of paranoia or quirkiness.
I don’t like guns, but I don’t trust the feds and their boss, the federal reserve, at all because they are even more dangerous to this country than sporadic killings by very disturbed people who live in a society where mental illness is easily a stigmatization yet the subject of mental health in this country is generally ignored, despite being critical to our human health. Instead the pharma system creates some distorted reality that mental health issues are the domain of PILLS PILLS PILLS that just “fix” the problem.
Gun prohibition would fail as badly or worse than drug prohibition.
But this makes sense according to history. Alcohol prohibition was converted in a sense to drug prohibition. Those losers wanted to keep their jobs and flush public funds down the toilet, even if it meant terrorizing the public.
It seems when one prohibition goes away, they fabricate another prohibition, find another inanimate object to take its place, to further war against, to fill in the gap, and keep pretending to have real jobs or meaningful, useful work. (hahahahahahhaha yeah right).
