Federal Advocacy

Please tell us how hopeful you are about changes at the federal level under the current administration.
President Trump has suggested he supports ending arrests for personal marijuana use, though his administration has taken little action. How hopeful are you that the administration will act to repeal federal prohibition and reduce enforcement?
How hopeful are you that the Trump administration will work with Congress to enact banking, tax, or other incremental federal reforms to support state-licensed cannabis markets?
In August, Trump said that his administration is “looking” at federally reclassifying cannabis from a Schedule I to a Schedule III controlled substance under federal law, and that it would “make a determination over the next few weeks.” How hopeful are you that the administration will follow through on this action?
Thinking about rescheduling, how supportive are you of efforts to move cannabis from Schedule I to Schedule III?
NORML has long called for cannabis to be removed entirely from the federal Controlled Substances Act. How important is it to you that NORML continues to advocate for descheduling rather than rescheduling?

State Advocacy

Several legal states now protect workers from being penalized for off-hours cannabis use. NORML is a leading advocate for these workplace protections. How important is it that NORML continues to fight for these protections nationwide?
Over two dozen states have adopted laws to expunge or seal marijuana convictions, clearing the records for 2.4 million Americans. How important is it that NORML keeps prioritizing this work?
The NORML Legal Committee recently participated in a case in which the 11th Circuit Court of Appeals ruled against enforcing federal laws that bar state-legal cannabis consumers from possessing or purchasing firearms. How important is this issue to you?
Lawmakers in some legal marijuana states are advocating for the imposition of THC potency limits on state-licensed cannabis products. NORML opposes the imposition of these restrictions and has actively lobbied to defeat them. How important is it to you that NORML prioritize lobbying efforts opposing the adoption of THC potency restrictions? (Potency restrictions limit the total percentage of THC that a cannabis product may contain, not the total amount of milligrams of THC that a product may contain per individual serving.)
States are debating how to handle hemp-derived synthetic cannabinoids (e.g., Delta-8-THC), which are often unregulated and may contain impurities. How should states address these products?
