National Black Caucus Of State Legislators Calls For Liberalizing Marijuana Penalties

Members of the National Black Caucus of State Legislators recently resolved at their Annual Legislative Conference in favor of decriminalizing marijuana. The NBCSL represents more than more than 650 African-American legislators from 45 states, the District of Columbia, and the Virgin Islands.
