Public Law 23-27 eliminates pre-employment marijuana screening for most public jobs.

“We thank Governor Newsom for this much-needed support of social use by California’s cannabis consumers,” said California NORML’s Director.
The new law removes cannabis from the federal Drugs and Drug Trafficking Act and recognizes the rights of adults to privately possess and grow personal use quantities of cannabis.
The law seeks to facilitate and fund medical cannabis research, including “research related to the efficacy and potential health effects of various cannabis delivery methods.”
Lawmakers advanced similar legislation last year, but the bill was vetoed by Gov. Gavin Newsom.
“NORML strongly encourages senators on both sides of the aisle to support this legislation so that Congress can finally bring about an end to the conflict between state and federal marijuana laws.”
The defeat marked a sudden about-face for Senate lawmakers, who had previously voted in favor of the bill’s passage.
“House Bill 829 introduces burdensome provisions that will likely hinder patients’ ability to access medical cannabis,” Lauren Bratcher, Deputy Director of Kentucky NORML said.
