BREAKING NEWS: Marijuana Arrests For Year 2008: 847,864

Washington, DC: Police arrested 847,864 persons for marijuana violations in 2008, according to the Federal Bureau of Investigation’s annual Uniform Crime Report, released today. The total marks a three percent decrease in marijuana arrests from 2007, when law enforcement arrested a record 872,721 Americans for cannabis-related violations.
Marijuana arrests now comprised one-half (49.8 percent) of all drug arrests reported in the United States.
Of those charged with marijuana violations, approximately 89 percent, 754,224 Americans were charged with possession only. The remaining 93,640 individuals were charged with “sale/manufacture,” a category that includes all cultivation offenses, even those where the marijuana was being grown for personal or medical use.
Marijuana arrests were highest in the Midwest and southern regions of the United States, and lowest in the west.
The 2008 marijuana arrest total is the second highest annual total ever reported.
Commenting on the 2008 figures, NORML Director Allen St. Pierre said: “Federal statistics released just last week indicate that larger percentages of Americans are using cannabis at the same time that police are arresting a near-record number of Americans for pot-related offenses. Present enforcement policies are costing American taxpayers tens of billions of dollars, ruining the lives of hundreds of thousands of Americans, and having no impact on marijuana availability or marijuana use in this country. It is time to end this failed policy and replace prohibition with a policy of marijuana regulation, taxation, and education.”
NORML Deputy Director Paul Armentano added, “According to a just-released Rasmussen poll, a majority of American adults believe, correctly, that marijuana is less harmful than booze. The public has it right; the law has it wrong.”

  3. I think I’ve finally figured out how this country came up with it’s national drug policy. First, they filled a room with hypocritical, lying, self-righteous, religious-inspired, sociopathic and psychopathic prohibitionists. Then they agreed to totally ignore God’s will for people to live in freedom with liberty as acknowledged and cited in the Constitution of the United States. Then they came up with a policy that was the most counter productive, had the most unintended consequences, would cost the most money indefinitely, destroy the most property and hurt and kill the most people. The policy had to make drugs readily available to our children, degrade the domestic tranquillity of at least several allied nations and directly fund terrorists, gang and mob drug profiteers. And finally, the policy could never, ever work. How could anyone possibly say our national drug policy is not working? It is working exactly as obviously designed and intended.

  4. These are sad statistics indeed, where now nearly 50% of all drug arrests are for Marijuana, and nearly 90% are for simple posession. I’m sure there will be further analysis of these statistics, but my curiosity makes me wonder what the percentages of these arrests are young people and minorities?
    My hope is that 2010 is the year this changes and that legislation in the wings of the Federal and State governments will pass bringing us closer to legalization of Marijuana. I will continue to keep in touch with these blogs and write to my representatives at every available opportunity. Thank you NORML for your assistance in this.

    I’ve read the book, Marijuana is Safer. I think the message is focused and I highly recommend the book. I’ll talk to anybody who will listen at every opportunity on how Marijuana is safer than alcohol, and I believe it is unconscionable that culture and society are forcing me to drink. Well, I’m still a rebel. I quit drinking!
    This madness has to stop. Too many people have had their lives ruined or died due to prohibition. There are statistics on how many people die as a direct result of the War on Drugs. The fact is families are broken, individuals are needlessly incarcerated to feed our #1 growth industry, PRISONS! Parents lose custody of their children. Assets are forefeited. Arrest records follow individuals for life and impact the possibility of future employment. There is a social stigma needlessly attached to those who use Marijuana either for recreation or as medicine.
    As if this were not enough, look at all the research that has been done on the efficacy of Marijuana for numerous medical conditions, not the least of which is Brain Cancer! Cannabis causes the cancer to EAT ITSELF in a process called Autophagy. The research has been published.
    I’m sick and tired of our government’s hypocricy where one bureaucracy says there is no acceptible medical use for Marijuana, while another government bureaucracy holds the patent on a Marijuana medicine.
    Please, let us end this nightmare. Let us educate ourselves and others. Become politically active and write your elected officials. Fund the organizations and lobbies that will also get the ears of our elected officials. Come out of the closet! Let us together unite to change these unjust laws and end the nighmare of Marijuana Prohibition!

I don’t see why people don’t start rioting in the streets about themselves, friends, or relatives being locked up for using a substance, OH YEAH! The reason why we don’t go rioting through out the street is because us ( us marijuana advocates) is because no matter how much THC you consume you won’t get agressive, unlike alcohol, so why does the government not legalize this PLANT.     Your post is excellent and I encourage more people to follow your example. I have written my elected representatives numerous times and always receive a “form letter” reply. But when I continue to press the issue with them, eventually they are forced to look at the published studies on the safely and medical benefits of cannabis. Change starts at the grass roots, and we are all the grass roots! Let’s make a difference!

  13. Notice that all the regions with a large amount of states that have decriminalzation laws are low in the Marijuana % of arrests. These are worth fighting for at the state level. We can also use the orgnaiation in the state level to advance the national campaign for the final goal of legalizing once and for all.

I recently started reading the emporer wears no clothes cause i found it on jack herers website…. im so furious with our government… something needs to be done, before its to late….maybe we should not focus so much on the financial benefit of taxing marijuana in debates… that is merely a small bonus of legalizing it… we should focus on the positive enviromental effects and how it can bring money and security to almost everyone and not just the big companies of the world, which fail anyways.     I’ll just keep right on standing up and speaking my mind about this magnificient plant, because the louder we get the less they will be able to manipulate and control society about this important issue.
    Marijuana is Safer is an awesome book and I just sent a copy to our state Representative Denny Rheburg who is opposed to cannabis legalization. I’ll be sending one to our state Senator Max Baucus next as he opposes it as well.
    I also submit letters of support to the editor of our local paper. The more people read and hear, the more we can reverse the lies that have been enforced all these years. It is time to be heard, and we all need to get this message out loud and clear to whoever will listen and even ones who won’t.

  23. If this trend continues in just a few years the million arrests a year will have been reached. I’m quite sure that is a target of law enforcement/for profit prisons. Is there any other crime in America that rises to that level? One can not imagine the wasted time of law enforcement, prosecutors,judges, jailers and the list goes on and on. Can you even begin to imagine how much this is costing us in terms of lost productivity and federal income tax as most of those people probably lost their job. This is the single most insane law this country has ever tried to enforce!

    We passed a bill to stop accepting feds money to raid.
    Well the choppers are flying today. The local government just does not care what the people say. Radio stations here say “the secret is out! Grow your own medicine.” An ad for the local doc who will prescribe for medical use.
    No change though. You have to register your prescription with the POLICE DEPARTMENT. Ya! How lame.

    Leave us alone. Who are we hurting?
    There are people who do terrible things that still go free. How do you (law enforcement) have the time to lock up the better part of a million folks who are mostly small fry and minor possession charges, and still have enough left to go after the rapists and child molesters and crack dealers and wife-beaters, etc.?
    Our founding fathers believed that you were free to do as you wished in the pursuit of your happiness, as long as you didn’t infringe on the rights of others.   36. Pot is only a pawn. A pawn used to divide “them” from “us”. Unfortunately pot proponents allow themselves to be dragged into this “them or us” mentality when no such thing could ever exist.
    Believing that all cops are mean-spirited evildoers is not different from prohibitionists believing that all pot smokers are reprehensible scumbags. We’ve been fed too many lies for too long by prohibitionist to allow ourselves to fall for the “all cops are bad” lie.
    People are people and sane people do not enjoy hurting other people. It’s got to be psychologically easy, even satisfying for a cop to justify the arrest of a child molester or a thief or a violent drunk. Contrarily it must be psychologically burdensome for a cop to invade the home of law-abiding peaceful citizens simply because they are are growing some pot in the basement, while knowing that this action will destroy their lives and the lives of their children. The cop knows that those arrested are about to enter a world of torture. The cop knows a child molester deserves this treatment and knows a public predator has been taken off the street. That cop can sleep well once off duty. But the cop tasked with destroying the lives of peaceful productive citizens hurting no one must regret those actions. If a cop actually enjoys arresting people doing no harm to others that cop is a sociopath and little better than the child molester.
    The trouble is that as we teach more and more cops to arrest nonviolent people who have hurt no one, we end up torturing the cops who we pay to protect us.

  37. Ignorance is bliss right? Keep in mind the negative image cannabis has been tagged with over the last 70 years or so. Those who are opposed to cannabis probably know nothing more about it… other than what has been preached to them (ie: “reefer madness”). Some realize it is harmless, but if they admit that they face the possibility of losing their jobs, (especially if you’re L.E.), or being ostracized. So is it a surprise that some people think cannabis is an awful, dangerous substance? We need to continue the education of the ignorant, and correct the negative perception.

  39. I have read somewhere that there are over 60 lobbyists for each and every member of the US Congress that represent the medical profession. I would assume that includes Doctors, Insurance and Pharma. Even if my memory is wrong and there are only 6 per member, that’s STILL a LOT OF LOBBYISTS!
    Now I ask you, how will our message be heard over the din of these lobbyists representing only ONE industry. There is only one way I can think of, and that would be to hire our own lobbyists.
    How will we hire lobbyists to help legalize Marijuana? There is only one way I know this is going to happen. We have to donate to an organization(s) that will lobby for us!

  41. I don’t buy the stats. They lie about everything and spin every truth. They know the heat these high numbers bring about. They also have a new plan to put people on probation forever. Then if popped again they get big time. A friend of mine just failed a piss test for a misdemeanor probation and they locked her up for 90 days. They said sigh away your right to a court trial. Because she would have to wait 90 day to get to court then go to jail so she was black mailed to sigh because she could not post bond…
    The legal system is rigged big time against the ones that advocate freedom….

I’m trying to establish myself in self-employment so I can do just what Johnny D is suggesting, but for now I have other lives I’m responsible for so I can’t afford to lose my job and potentially my house. But the point is, that if all of us, myself included were to commit to a certain amount, NORML could overtake the NRA or AARP as the most vocal special interest group in Washington.
    I have a feeling support for legalization is reaching a critical mass and will soon teeter the lever in our favor.

  46. I also read something about them destroying a massive ammount of crops this year. One official was quoted as saying, in bad economy more people grow to make ends meet, especially those in poorer areas of the Appalachians, where they said they have felt the bad economy longer than the rest of us. So they feel good about squashing these people who have to somehow feed their families, they feel good about this, like they really helped society out. Its sickening to me the way these out of touch pricks go out of their way to destroy people in the name of public safety. And its disgusting to see how precious tax dollars are wasted in these tough times. Who in the hell are they saving us from? What is to save us from them?

  62. This is absurd…all those lives ruined. I am one of those 847,864 that got arrested last year. I was arrested for possession of 0.01 gram (one hundredth, not even a whole gram). I have had a damn hard time finding meaningful employment after my arrest. And with the economy in the shape its been in, I ultimately lost my house, my car, and ended up living on the streets for about a month until I was able to save what little money I made working temp jobs to get myself another residence. I thank God everyday that I was able to somewhat bounce back like I have. But I fear that this year will be just as bad for private marijuana smokers.

  72. I too was once locked away for 3 years on a 5 to 20 years sentence. I did not hang my head low, I fought, I had a jury trial where I got the same time as I would of had I made a plea arrangement. I went to jury trial because those are my pearr. Bottom line is the laws which are used against us are a fraud. The evidence is out there, history has recorded the contractual fraud upon the people. We are unlawed culture within our society. Look up Mr Harry Anslinger and you will find the animal that started this fraud.
    A special writ to the Supreme Court claiming that the legislation is based upon fraud, a fruad does not grant abrogation of our rights, the law is wrong. It is the duty of those 800,000 plus people who are arrested demand a jury trial, Do not plea out. Those of us not cuaght up in the fruadulent justice system must apply the class action writ to the High Court. The legislators can take a flying leap for all I care. The fight is in the court, so lets bring it to them in stead of waiting to fight after the fact. We must strike them in their home base, in the court room on the floor of the Supreme Court. Writ after writ class action or not will fill the Court and the people will be heard. Legislators and Judges will take notice, Jury will be educated and act like the one in Colorado.   77. After much study, this is my basic understanding of how THC fights cancer. I wanted to share it with you all. Correct me if you understand it better.
    Every second of your life 50,000 cells in your body die and are replaced by new ones. This is “programmed end of life” on the cellular level. There are approximately 100 trillion cells in your body. Occasionally, one of these cells does not die, but instead mutates. This mutation seems to be caused by the CB1 receptor (cannabinoid receptor 1) being “switched off” randomly. The survivin protein is produced as part of the process and may be infectious to healthy cells and spreads the cancer.
    What this means is, when the CB1 receptor is off and the mutated cell is in close proximity to healthy cells, the healthy cells in turn switch off their own CB1 receptors.
    Over time, a lump of these cells form. This is the cancerous tumor(s) your doctor informs you about. Cancer is the presence of mutated cells. Cancer screenings look for the presence of survivin, a protein. Malignancy means the cancer is spreading. If the cancerous tumor(s) can be killed (chemo-radiation) or surgically removed, you get rid of the cancer through conventional means.
    The newest method simply “switches on” the CB1 receptor again (via THC infusion) and the cancerous tumors burn themselves out through a process called “autophagy” in which they literally eat their own cell walls. The healthy cells are not affected. No more tumors or “CB1 off” cells means no more cancer.
    The Cannabinoid receptors in the human body are like light bulb sockets. Tetrahydrocannabinol (THC) plugs in like a missing component. There are several naturally occurring compounds in cannabis which plug in this way and several receptors.
    You can’t cure cancer by smoking a joint as burning the compounds make them ineffective. It has to be ingested in a high enough quantity to permeate the body, hence the THC oil. It can cure cancer and other diseases caused by mutating cells in a way not currently understood or accepted by the mainstream medical community.
    This also raises the question; Should cannabis be part of our diet? Cancer was not prevalent in the previous century. Hemp fields were everywhere. It seems to have multiplied since prohibition began. Is this a coincidence?

    If we could get a small percentage of America in Washington D.C., we can make a huge city/world wide strike and demand Cannabis law change.
    It’s fucking insane that marijuana is still illegal after 70 years and I don’t see why this wouldn’t be possible . I feel like the marijuana movement is going to reach a breaking point soon and we best take advantage of the times………….
    The economy has gone to shit in America and I would say at least 25% of America is smoking marijuana on a weekly basis. I want to be able to buy my sour diesels and purple kush’s from a nice and legal cannabis shop in my town or where ever I travel to. I’m sure many people would like this.
    It would be really messed up if marijuana is still illegal 20 years from now…………..

    Corruption touched me in October 2008.
    I was pissing on a tree at a rest stop, next thing you know I got a gun pointed to my head by a New Jersey pig named Burgess who says: “Get out of the car, I smell weed!!” I wasn’t smoking, so it must have been my pony tail that tipped him off – hippie profiling…
    The police video clearly shows I was parked next to a gas pump, but the (falsified) police report says I was slumped over the wheel and the car was parked on a berm….(the car certainly WAS on a berm – AFTER the pig returned me to my car after booking – I got a ticket for that too.. and a fucked up muffler…)
    I was not charged with intoxication however,because I wasn’t intoxicated, but possession of a pipe and a bag I had hidden under the seat. My lawyer (recommended by NORML) could have done better…..cost me 2 grand for him and another grand for the fine and conditional discharge, not to mention the reoccuring problems I have from staying clean as I am a medical qualifier…….in California………..It won’t be long before I move to a more cannabis friendly country…..

Many car accidents and deaths i could recon? What has cannabis given to society? Instead, the Sheriff’s political tactics only create bigger problems…of which undoubtedly medicinal cannabis will be the “PAWN.”
    San Diego, once again, has poignantly eclipsed the will of its citizenry, the laws of the State of California, and the American Policy…even though we all speak with a loud and clear voice. Perhaps the real truth is that the new Sheriff Gore has publicly announced that “HE INTENDS TO MAKE SAN DIEGO THE SAFESTR COUNTY IN AMERICA.” That’s a tall order, and sounds like a bunch of hot air, artificial eloquence, and the usual B.S. political rhetoric. Frankly, personally, I view that as an objective I could lend my alligiance to…but…fails to get my alliance by
    using medicianl cannabis as a “PAWN’ to achieve his fame. The fact is…it’s already made him infamous, and not in a good way.
    To add insult to injury…the San Diego County Board of Supervisors have extended their moratorium on medicinal cannabis dispensaries for an additional ten (10) months, directly after raiding nine (9) dispensaries. As if San Diegans can’t see through this “SKULLDUGGERY,” this leadership will no doubt come up with another “PUNY EXCUSE” to defy the people, the law, and the nations policy at the end of those ten (10) months. Who needs this kind of nonsensical leadership?
    The county prohib’s…”ACE UP THEIR SLEEVES”…which clearly identifies and exposes that caliber of leadership…if one can call thatleadership…is “ZONING.” When opening a dispensary

  89. I have to wonder. A friend was pulled over, for what exactly I have no idea. During his conversation with police he told them he had some cannabis in the car. They told him, “we don’t care”, and sent him on his way, without a ticket. He was later pulled over, and arrested for possession. He told the judge that he was an Iraq veteran, and used cannabis to control his PTSD. The judge told him, “If you can show me proof of this, the charges will be dismissed. This is in Texas, there is NO medical marijuana program in Tesas. Wasup? I use cannabis to treat skin cancer, and prostate cancer. If I get caught with cannabis in my possession, will it all be dismissed? Actualy I would hope not. I would love to take it to court, and be found Not Guilty by Reason of Medical Necessity. Not being a lawyer I don’t know for sure, but wouldn’t that make me immune from prosecution for possession, provided the amount did not excede that which was necessary for me to continue my treatment? The police cannot come right out and say it, but could the rediculous number of people being arrested for simple possession be a way of sending a message?

  96. I am an ex-drug addict/alcoholic who became a drug couselor after a near death experience. I see countless of patients nearly everyday who are addicted to marijuana and other drugs. I have had the opportunity to work in the public school systems for almost twenty years. My observations with working many students who began using marijuana was that many of them gradually developed an “I don’t care attitude” and with time began losing interest in things that were once important to them. Many of these students liked the marijauna so much that after awhile all they wanted to do was get high and chill. Many of them began skipping classes and entire school days just to go and get high. The results of that was that they got behind on their school work and lost complete interest in their education and eventually dropped out. Some of these students ended up on the streets because their families could no longer tolerate their addictive behavior to marijuana. I was raised in a family of alcoholics and drug addicts which included most of my relatives. I have personally seen and experienced the devastation associated with the abuse of marijauna and other drugs. Most of us started abusing marijuana and then went on to harder drugs, that’s probably the reason that marijuana in considered by many to be a gateway drug. I was a Hippie in the late sixties and early seventies and I was there when the drug epidemic started to transpire. There is much more that I can say about this issue from first hand experience. The fact that so many people want to legalize marijuana just sends chills up and down my back. I know what marijuana did to me and what it has done to many others and it is not good.
