Just days after the White House released their inherently flawed 2010 National Drug Control Strategy (Read NORML’s refutation of it on The Huffington Post here and here.), and mere hours after Drug Czar Gil Kerlikowske told reporters at the National Press Club, “I have read thoroughly the ballot proposition in California; I think I once got an e-mail that told me I won the Irish sweepstakes and that actually had more truth in it than the ballot proposition,” the Associated Press takes the entire U.S. drug war strategy and rakes it over the coals.
It’s about damn time!
AP IMPACT: After 40 years, $1 trillion, US War on Drugs has failed to meet any of its goals

Even U.S. drug czar Gil Kerlikowske concedes the strategy hasn’t worked.
“In the grand scheme, it has not been successful,” Kerlikowske told The Associated Press. “Forty years later, the concern about drugs and drug problems is, if anything, magnified, intensified.”
Seriously, if you care at all about drug policy and marijuana law reform, you really must read the entire AP analysis. It’s that good.
In 1970, hippies were smoking pot and dropping acid. Soldiers were coming home from Vietnam hooked on heroin. Embattled President Richard M. Nixon seized on a new war he thought he could win.
“This nation faces a major crisis in terms of the increasing use of drugs, particularly among our young people,” Nixon said as he signed the Comprehensive Drug Abuse Prevention and Control Act. The following year, he said: “Public enemy No. 1 in the United States is drug abuse. In order to fight and defeat this enemy, it is necessary to wage a new, all-out offensive.”
His first drug-fighting budget was $100 million. Now it’s $15.1 billion, 31 times Nixon’s amount even when adjusted for inflation.
Using Freedom of Information Act requests, archival records, federal budgets and dozens of interviews with leaders and analysts, the AP tracked where that money went, and found that the United States repeatedly increased budgets for programs that did little to stop the flow of drugs. In 40 years, taxpayers spent more than:
— $20 billion to fight the drug gangs in their home countries. In Colombia, for example, the United States spent more than $6 billion, while coca cultivation increased and trafficking moved to Mexico — and the violence along with it.
— $33 billion in marketing “Just Say No”-style messages to America’s youth and other prevention programs. High school students report the same rates of illegal drug use as they did in 1970, and the Centers for Disease Control and Prevention says drug overdoses have “risen steadily” since the early 1970s to more than 20,000 last year.
— $49 billion for law enforcement along America’s borders to cut off the flow of illegal drugs. This year, 25 million Americans will snort, swallow, inject and smoke illicit drugs, about 10 million more than in 1970, with the bulk of those drugs imported from Mexico.
— $121 billion to arrest more than 37 million nonviolent drug offenders, about 10 million of them for possession of marijuana. Studies show that jail time tends to increase drug abuse.
— $450 billion to lock those people up in federal prisons alone. Last year, half of all federal prisoners in the U.S. were serving sentences for drug offenses.
At the same time, drug abuse is costing the nation in other ways. The Justice Department estimates the consequences of drug abuse — “an overburdened justice system, a strained health care system, lost productivity, and environmental destruction” — cost the United States $215 billion a year.
Harvard University economist Jeffrey Miron says the only sure thing taxpayers get for more spending on police and soldiers is more homicides.
“Current policy is not having an effect of reducing drug use,” Miron said, “but it’s costing the public a fortune.”
The so-called ‘war’ on some drugs — which is really a war on consumers of certain temporarily mood-altering substances, mainly marijuana, can not survive if continually faced with this kind of scrutiny. Even the Drug Czar — when faced with the actual evidence and data above — folds his cards immediately, acknowledging that U.S. criminal drug enforcement “has not been successful.” Yet apparently neither he, nor the majority of Congress, the President, the bulk of law enforcement officials, or any of the tens of thousands of bureaucrats in Washington, DC have the stones to stand up and put a stop to it.
And that is — and always has been — the problem.
And so the drums of war beat on, and the casualties mount.
Isn’t it about time that we all said: “Enough is enough?“

I really makes me happy to know that the AP has shown the guts to tell it like it is! The people responsible are heroes to me – and clearly a thorn in the side of those who would like to continue the oppression. I hope that other news agencies hop on this bandwagon and spread the truth our Government has been trying to hide for so many years.
Now, what I think would also help tremendously is to have the nations television and movie studio executives start showing more marijuana smokers in their movies and shows – but showing them in a realistic way (i.e. don’t use typical stoner humor). I think the series “Weeds” did an excellent job of this but I don’t think it ever got a large percentage of the publics attention.

Finally, a piece of mainstream journalism that says exactly what needs to be said about the War on Drugs. It has been an abject failure from the beginning, harming many more lives than it can claim to save, not to mention the incredible monetary cost. I can only hope more people who are ignorant of the situation can read this article and have their eyes.

I just read thru the first seven pages of this abortion of a new National Drug Control Strategy and all I read was that they want to create more taskforces, developing more initiatives, creating more organizations, groups, and policies that will no doubt come at the expense of the taxpayer. Oh and my personal favorite “Promoting and supporting alternatives to incarceration such as drug and problem solving courts” and “Mandating treatment and court monitoring for chronic drug-using offenders who disproportionately burden the healthcare and CRIMINAL JUSTICE SYSTEM”. So let me get this right….The government wants to make more courts for the drug offenders flooding the current courts. Sounds like more federal jobs.

The one thing that angers me the most is how Gil Kerlikowske claims that scientific findings are not the truth. Seriously how can he spout out lies and laugh and joke about it? I just don’t get it.
You seem to have forgotten to add how many innocent lives were needlessly lost byway of vehicular homicide via DUI drivers. (Just sayin’) And how drunk drivers get a virtual slap on the wrist when they *are* caught; in PA you lose your license for 3-6 months and are forced to take and ‘alcohol awareness’ course, which amounts to 3 hours in a city hall room listening to someone drone on about the dangers of drunken driving.
I was busted for underage drinking in ’87; my license was suspended for 6 months and I had to take an alcohol awareness class. But I didn’t know the real danger of drinking and driving until July 19th 2001 when I stupidly, foolishly got drunk and wiped out on my brand new 600cc 2001 Honda CBR f4i. Into a wall. With no helmet.
Now I’m deaf thanks not to the accident but the ototoxic drugs I was inundated with after I awoke from my 6 month coma. I don’t remember the broken collar bone, broken shoulder blade, punctured lung, 2 broken ribs or 5 skull fractures the doctors’ reports tell me I had, but I do remember the speech therapist in rehab saying ‘I want you to try this because you seem to have trouble hearing what people say,’ as she pulled a hearing amplifier out of her desk.
I responded ‘you’re crazy, you just need to speak up is all.’ Then while the drugs whittled away at my hearing I turned the volume up on the hearing amplifier, thinking the batteries were dying.
Oh and I’m glad FoxNews seems to be on our side now by posting this. The majority of the people in this country and the news outlets all seem to be on our side. The only ones who aren’t on our side are the politicians.

If we’re fighting for lives with the WOD (War On Drugs) why do we ok swat teams bursting into houses of citizens who’s only crime is using a drug that occurs naturally and has been shown to improve a myriad of conditions and even completely relieve intractable pain? Why do we subject honest taxpaying citizens of this country to traumatizing situations such as paramilitary groups under the flag of law enforcement breaking into their home, violating their privacy and rights simply over a plant? Could someone please tell me what the worst side effects of pot use are? Are they permanent, are they debilitating, are they worse then alcohol or tobacco? Do the main effects of marijuana cause a relief of pain, stress and and a general sense of well being for millions of users? Then why are we vilifying it in this country? Why is it in the same class as heroine or any other schedule 1 drug? Another good reason for legalziing Marijuana recreational use and to grow is because of all the drugs out today and myths made up.
It would be wise to legalize something that truley is NOT harmful to adults. To stray away from using harder drugs that their dealers may know how to get.
Another reason to legalize weed, you are going to create more alcoholics. I have to drink alcohol in order to be in the law and intoxicated (even though much more unhealthy to my health in my family of alcoholics!) I have no ways of getting any hash and hash helps me with my anxiety much better than the flower itself does. It really helps me calm down and I have been fortunate enough to have some for my finals last year because it helped me focus on studying. I got a 4.0 in that class.
I think that most mature and reasonable adults have already said “enough is enough”. It is only the politicians, the “representatives” of the people, who haven’t gotten it yet.

But like alcohol the prohibition of them by federal law has been shown to be counter-productive, adding criminals by adding criminality, with little to show in reducing irresponsible use. take a minute to investigate the Libertarian Party views on this. The Drug War Has Failed to meet its goals and is an utter pathetic money PIT where our tax dollars go to die for a hopeless cause. The morality police will always tell you that this war is worth fighting and that we must protect people from themselves. But the drug war hasn’t worked for 40 years, but they continue to keep doing what they were doing. There will be no end to the drug war until the federal government comes to it’s knees because of a mountain of debt and decades and decades of excessive spending. When they can’t sell their debt via bonds anymore and they can’t finance this war, that is when it will end. The time is coming but it isn’t here yet.
We must stay the course in the war on drugs. What is a trillion dollars when you measure it against the evil of people smoking marijuana? If we spend double the $15 billion we spend today surely we will have better results. What we need is a drug surge, commit more money, more resources, more troops there will be light at the end of the tunnel, it worked in Iraq and it is working in Afghanistan. When the troops come home from those wars they should be assigned jobs in the war on drugs. House to house searches, neighborhood lockdowns, rock concert suppression and augmenting airport and border security are a few of the jobs that our highly trained military can easily handle. The vast majority of Americans must be convinced that drugs are evil, fund terrorism, lead to a decline in our moral character as a nation and put democracy at risk. We need stronger penalties from our courts as a deterrent; the longer we keep drug users in jail the greater the deterrent factor and after 25 years in prison many of those released will certainly think more than once about picking up a marijuana cigarette again. We can also change the law so parents of those who take drugs are liable for court costs and can be forced to do time with their children. We could also establish a reward system, like neighborhood watch, where neighbors can be rewarded for turning people in in cash, scholarships, mortgage buy-downs, health-care or vacations within the good ole USA.
The number of new prisons built and the jobs created will be a boon to our economy and may lead us out of the recession and into a drug free America, strong and free. (Meggafish wrote this and don’t let our elected Nazis see this.)

Nice to see MSM finally paying attention to the truth about cannabis prohibition. I don’t usually trust the media as they normally do their advertisers bidding for them (i.e. big pharma,alcohol and tobacco companies private prison industry, drug testing labs, rehabilitation clinics) you get the idea. I wonder who is behind telling the truth on this issue. That person or persons will surely be told to stop publishing articles like this. It’s bad for business don’t you know!

I think we should ask the president, senators, and representatives whether any pharmaceutical lobby/lobbyist has ever pointed out to them that they’ll lose money if marijuana is legalized. Can we get some kind of freedom of information request going to that effect? I’m sure it will be tough to get anyone to admit that they heard arguments from a lobbyist in opposition to marijuana legalization/regulation. All we need is one whistle blower lobbyist to prove it. Would it be too difficult to find someone? There’s gotta be one old pot smokin’ hippie in there somewhere who’s sympathetic to our cause.
We could also get a few experts(very important) to assess just how much the pharmaceutical corporate empire does stand to lose if X/Y/Z% of people switch to free homegrown cannabis based medicine? Emphasize the pure greed that is truly stopping legalization. But don’t forget to also point out that the jobs will go to a new greener industry and away from giant corporations and all the societal costs THEY incur. Also, remind everyone over and over and over and that MARIJUANA IS SAFER THAN the horrible toxic and addictive opiate pain medications, SAFER than alcohol. Many Non-Christians around the world already resent Christians for trying to force their morals on them. Why are we making it worse? People are free to do with their own bodies what they will. Wow, when is the U.S. government going to learn? This is absolutely stunning to say the very least. It is time to STOP wasting tax dollars on this FAILED War on Drugs! All of the BILLIONS of tax dollars we spend annually on Cannabis prohibition does not, and I repeat, DOES NOT reduce the availability of Cannabis on the streets by no means whatsoever!
Besides not reducing availability and wasting billions of tax dollars, it is so easy for Cannabis to fall into the hands of minors because DRUG DEALERS DO NOT ASK FOR ID!

Here is the answer. We need to declare that we as supporters of the cannabis plant will vote for a candidate that is serious about reforming our laws. If he fails to even try and reform our horrible cannabis laws then we will rebel and rebel hard. We can start a new movement. Mass protest, we can finish Lennon’s dream!

so whats going to happen now since the drug czar has admitted that the war on drugs has been a complete failure after losing a trillion dollars over the past 40 years? is government going to try to make things better by legalizing marijuana ? will they finally take a day or a week to sit down and seriously discuss process to legalize marijuana in the united states? this is very important to know. cause we have 3 major events happening in our country that require alot of money. 1- the big oil spill 2- terrorism in New York city/U.S. 3- drug cartels/immigration law in arizona. all these situations need money to pay for all of these to either staff protection or to fix something, but theres no money ! if marijuana was legal then government would have that tax revenue to secure new york with the proper staff and drug cartels would be completely out of business. but i would love to know what is going to happen now that people have realized the drug war is a failure ?

The Obama administration has shown itself with this drug control strategy and with the nomination of Michelle Leonhart to head the DEA. I’ve had it, myself. I’m changing my voter registration to Independent after being a registered Democrat for 45 years. I gave money to the Obama campaign because I actually believed that he was going to use science when setting social policy. No more. From now on, all my political donations go to NORML and other organizations working to end this crazy war on marijuana smokers (of course, it’s a war on people, NOT drugs). And I will vote only for candidates who truly support human dignity and freedom, regardless of their party affiliation. Don’t think for a minute that Democrats aren’t at least as bad as Republicans when it comes to being drug warriors. There are a few good people in each party. We need to make the effort to find them instead of just blindly voting with one party or the other.

Everybody seems to forget Gil Kerlikowske’s roots. He is a graduate of the University of South Florida. This should give you a clue. His time in Seattle was very short. There he was doing what he was told. I am sure if he had had his way things would be a lot different in Seattle.

I wouldn’t hold my breath on California winning. It is starting to sound like George Bush all over again with drug policy. I suspect that the votes will be cheated on by your lovable government just like old George Did when a few places had it on the ballot during his terms.

Well Donker, I agree in part with what you said, especially the “real players”. But let’s not get to sucked into the conspiracy side so far that we don’t look at this movement in the 360 degree view point.
Americans have wised up incredibly fast to the farce of g’ment and there really are more people who are willing to spread the truth and dispel the same old lies. We’re a tough bunch so to speak, without that sounding negative. We are to the point where they. the prohibitionists and “real players”, are fighting for their lives because all the hideous lies and manipulation are being effectively exposed at all levels.
I may get discouraged but I’m not giving up.
I just don’t understand why the people “in-control”/the government just say “I’m sorry”, drop all laws, GIVE us/everyone the proper education about our wonderful plants around us, and let the individuals base their choices on their knowledge. Noone should be punished for wanting to learn and grow.
We have all said again and again enough is enough! We all know that our State & Fed Gov. lack a moral compass of any kind. Corp. Lobbiest have purchased this country out from under US. Corp America has now destoried the Gulf of Mexico for their profit not ours. How long will we debate with global criminals before we get our rightful change. Lets debate this in the open, but lets not ignor history and how this Constructive Fraud came into being. Lets have some transparency here. Lets not forget all that has been erased from history to support these lies our government has forced upon us violating the foundation of the Constitution.
