NORML is incredibly saddened to receive the news that longtime drug policy reform advocate and ally William “Bill” Piper has passed away after a long battle with a personal illness. Bill spent much of his life fighting against our draconic Drug War policies and was pivotal in many of our movement’s early successes and helped get us to where we are today.
“Steve’s vision helped to transform the mainstream narrative surrounding cannabis,” said NORML’s Paul Armentano. “That transformation played a major role in the policy successes we enjoy today, and it will continue to pay dividends going forward. His efforts and his prescience will be sorely missed.”

Dr. Grinspoon’s extraordinary personal commitment to advancing both marijuana policy and the NORML organization demonstrated his deeply held belief that we all have an obligation to fight injustice whenever and wherever we find it.
Mikel became Arizona NORML’s State Director in 2015. He was passionate in his reform advocacy endeavors, stating that “his main devotion is, and has been, advancing the work of Arizona NORML.” He was especially proud of the group’s successful efforts to reform the state’s medical cannabis access laws and was working on the state initiative to legalize marijuana at the time of his passing.
NORML regrets the passing of Prof. Mark A. R. Kleiman, an academic expert on cannabis policy who often shared and debated his well informed views on marijuana policy reform with those of us who were committed to advocating for a policy of adult use legalization.
