Illinois Senate Passes Medical Marijuana Measure, Goes to the Governor’s Desk

This afternoon, the Illinois State Senate voted 35 to 21 in favor of House Bill 1, which would establish a medical marijuana pilot program in the state. The measure had previously been approved by the House of Representatives and moves to the Governor Pat Quinn’s desk for his signature. While Governor Quinn hasn’t taken a firm stance on HB 1, Lt. Governor Sheila Simon has been open in regards to her support for this legislation.

    In a recent study,, a national quote provider for online car insurance quotes, cites a strong correlation between traffic-related accidents and marijuana use. The study, which looks at statistics regarding accidents, traffic violations, and insurance prices, seeks to dispel the thought that “driving while stoned” is dangerous.

    In the study, points out that the only significant effect that marijuana has on operating a motor vehicle is slower driving. says, while referencing a study by the US National Highway Transportation Safety Administration (NHTSA), that driving slower “is arguably a positive thing” and that driving under the influence of marijuana “might even make you a safer driver.” A similar study by the NHTSA shows that drivers with THC (the active ingredient in marijuana) in their system have accident responsibility rates below that of drug free drivers.

    In fact, a recent study shows that use of medical marijuana has caused traffic related fatalities to drop by up to nine percent in states that have legalized its use. This study, titled “Medical Marijuana Laws, Traffic Fatalities, and Alcohol Consumption”, conducted by Mark Anderson and Daniel Rees in November 2011, shows that increased marijuana use amongst adults has decreased alcohol related traffic deaths in said states. This study provides solid evidence that marijuana is not only a safe substitute for alcohol, but it also makes for more safer drivers

    During the Viet Nahm war you’d see 300-500 deaths a week. The Afganistan draw down is proceeding according to plan. I guess he could just pull the troups tomorrow, but the current policy is informed by a plethora of considerations from people of differet values. I don’t think he should.

Criminalizing a medicinal plant Mother Nature provided us, just because some idiot in the 1930’s couldn’t distinguish plant species, only shows government’s ignorance even back then. Then, the 1920’s movie “Reefer Madness” became the poster child for the evils of smoking reefer and their ignorance ran a-muck. Nearly 60,000 marijuana offenders are incarcerated in the United States at any given time, according to a study published in the Federation of American Scientists’ “Drug Policy Analysis Bulletin.” More than a quarter of marijuana offenders are incarcerated for personal possession, with no other drugs involved in the offense.

    The total cost to taxpayers of marijuana-related incarceration exceeds $1.2 billion per year, according to the study. “The latest figures cast serious doubt on the argument that marijuana incarceration costs are low enough to be ignored,” the study concluded. We can shave $1.2B a year off the national debt by lifting the ignorant ban on Mother Nature’s creation.

    Anyway, even with medical marijuana at 85% support the Illinois state legislature only passes it 35-21. If they reflected their constituents it would have passed 48-8.
